Job Description:

Position Summary:

BCC seeks a  seasoned facilities professional committed to best and sustainable practices, and willing to take an active role in the day-to-day operations of a 350,000 sq ft campus situated on 180 acres.  The Director is responsible for the planning and direction of facilities management, operations, and capital and deferred maintenance projects, including site utilities and a solar array. The Director provides overall leadership and supervision to a talented team comprised of HVAC; skilled trades; custodial services (i.e., maintainers), and grounds management. The Director partners with Massachusetts DCAMM in capital project planning, design and construction, and ensures the maintenance of buildings, grounds and the athletic complex (i.e., community turf field, grass fields, tennis courts and swimming pool). The Director is committed to sustainability and recycling programs; removing safely hazardous and non-hazardous waste; monitoring and upgrading automated building and energy management systems; and addressing other related services necessary for the operation and maintenance of, and improvements to, college facilities and grounds. The Director will take great pride in the appearance and operations of the campus. This position reports to the Vice President for Administration & Finance.

Essential Functions:

  • Direct the routine, predictive and preventive maintenance and repair of buildings and structures, grounds and roads, tennis courts, swimming pool and athletic fields as well as all related equipment, assets and properties. Develop a comprehensive maintenance plan that is reviewed and updated on a regular basis.
  • Hire, train, coach, and discipline staff. Assign and monitor work. Establish performance expectations, which reflect policies, procedures, and position responsibilities. Evaluate performance. Hold regular staff meetings to communicate important information and solicit feedback. Facilitate career growth for staff. Make effective recommendations to the Vice President for Administration & Finance and the Executive Director for Human Resources regarding personnel issues.
  • Direct grounds, hardscape and landscape operations, including maintenance of the community turf field, natural turf, landscaped beds and planters, patios, exterior stairs, paved surfaces and exterior art sculptures. Oversee tree maintenance, cutting and replacement. Interact with environmental agencies regarding the management of wetlands and the certified vernal pool. Maintain storm water collection and removal systems. Lead the development of a comprehensive landscaping plan for the college.
  • Direct the maintainer group for custodial services. Plan, schedule and train staff in effective green cleaning and maintenance techniques. Provide proper equipment, materials and supplies to promote a safe and healthy environment for students, faculty, staff and visitors. Perform routine inspections to evaluate cleaning effectiveness and uphold high standards.
  • Be committed to sustainable practices and operations, engaging in professional  development to  remain current in best practices for sustainability and facilities operations.
  • Oversee the maintenance and operation of site utilities. Maintain the reliability of all underground utility systems for high- voltage electrical and step-down transformer systems. Maintain exterior lighting and control systems. Maintain delivery systems for domestic hot and cold water. Maintain sanitary sewer systems and grease traps.
  • Manage and oversee all aspects of capital project planning, design, and construction projects. Act as the primary college liaison with the Massachusetts Division of Capital Asset Management and Maintenance (DCAMM).
  • Direct, manage, and assist with capital project studies, schematic designs, bid specifications, cost estimates and construction drawings, utilizing House Doctor contracts.
  • Provide moving and storage services. Manage the campus inventory for supplies used by the skilled trades and maintainers.
  • Manage all outsourced maintenance contracts, which include electrical, plumbing, elevators, emergency generators, glass, building management systems, energy management systems, pest control, roofing, paving, sanitary sewer, kitchen appliances and hoods, refrigeration, vehicles, steam contracts, trash, recycling, medical waste and hazardous waste, and landscaping equipment. Actively monitor these contracts to ensure the best possible quality, cost, and responsiveness. Ensure compliance with federal, state, and local regulations (including ADA), building codes and environmental regulations. Consult with the State Building Inspector on all building permits, project reviews and annual building inspections.
  • Manage the underground storage tank system. Ensure that all tanks and systems comply with federal and state regulations. Schedule routine maintenance and inspections to ensure regulatory compliance.
  • Maintain records, files, reports and required documentation regarding areas of responsibility. Prepare periodic and special reports as required by the college and external agencies. Maintain historical documentation and drawings for the college.
  • Perform various administrative duties, including scheduling assignments, approving, and processing time sheets, purchasing equipment and supplies, processing state contracts and approving invoices.
  • Prepare departmental budgets, including capital project requests. Provide budget updates and forecasts. Present recommendations and manage approved budgets.
  • Manage the sustainability program. Provide recommendations for energy conservation, waste and recycling management, renewable energy projects and landscape preservation. Oversee the energy and building management systems. Serve as a member of the Green Team.
  • Manage the Computerized Maintenance Management System (CMMS). Review and track all routine, predictive and preventive maintenance. Schedule and coordinate support for all related services through CMMS. File monthly reports on construction projects with DCAMM utilizing the CAMIS system.
  • Plan and coordinate 24-hour campus snow removal operations. Ensure that the campus is always accessible for emergency response vehicles and safe for students, faculty, staff and visitors.
  • Serve as the college liaison with state agencies, local agencies and regional utilities regarding facility planning, design, construction, renovation, deferred maintenance and emergency repairs. Act as campus liaison with the Environmental Protection Agency and the Massachusetts Department of Environmental Protection.
  • Work closely with the Director of Safety & Security, Director of Information Technology and Director of Procurement on a variety of initiatives.
  • Serves on the College's Emergency Response Team.
  • Perform other similar duties as responsibilities require or as requested by the Vice President for Administration & Finance.

Requirements:

  • Bachelor's degree with at least 5 years of experience in facilities management or construction management, or eight to ten years of progressively responsible experience in facilities management, including supervision of teams.
  • Substantial supervisory and administrative experience directly related to the management of a physical plant Ability to understand and develop construction bid specifications as well as manage contractors and vendors Experience with planning for deferred maintenance and capital improvements.
  • Substantial supervisory and administrative experience directly related to the management and professional growth of staff or a department.
  • Ability to collaborate with and motivate others. Excellent oral and written communication skills.
  • Either have or agree to complete within one year the Massachusetts Certified Public Purchasing Official (MCPPO) designation.
  • Ability to work well with people from diverse backgrounds.
  • Experience working with a bargaining unit preferred.
